Create an exhibit index identifying the regulatory criterion, date, source, applicant's role, and exact factual point supported. Keep “meets the criterion” separate from “helps explain the record as a whole.”

Where evidence is comparable rather than a direct listed category, preserve the context explaining why it is comparable and how it demonstrates recognition in the field.
